Educational Framework
The education system in Turkmenistan consists of the following levels:
• Preschool Education
• Primary Education (starting at the age of 6–7)
• Secondary Education
• Higher Education (universities, institutes, and research centers)
Education remains free and compulsory through the secondary level, reflecting the government’s long-standing commitment to human capital development.
Literacy Rate
According to the Turkmenistan Sustainable Development Goals (SDG) national database, the adult literacy rate stands at approximately 99%, one of the highest in Central Asia. This achievement results from universal access to compulsory education and the continued focus on nationwide literacy programs.
Higher Education and Academic Institutions
Turkmenistan’s higher education sector comprises around 18 universities and specialized institutes, offering programs in engineering, oil and gas, agriculture, humanities, economics, and information technologies. The system is entirely regulated by the state and increasingly aligned with international standards through modernization initiatives and accreditation reforms.
Participation in International University Rankings
In recent years, Turkmen universities have made notable progress in entering global ranking systems, marking a step toward the internationalization of Turkmen higher education.
According to Times Higher Education (THE) World University Rankings 2025–2026, 13 Turkmen universities are listed with “reporter” status, indicating participation in the data submission and benchmarking process. These include:

Women’s Participation in Education
Women in Turkmenistan enjoy equal access to education at all levels. Female students represent a significant proportion of both secondary and higher education enrollments, accounting for roughly 40% of university students. The government and international partners, including UNICEF and UNESCO, continue to implement inclusive education programs for girls and vulnerable groups.
Language of Instruction
The official language of instruction in public institutions is Turkmen. However, Russian and English are widely used in specialized and international programs, especially within the fields of diplomacy, science, and technology.
Educational Development and Digitalization
In alignment with its long-term national strategy, Turkmenistan is actively advancing digital transformation in education. The Innovation and Information Center of Education oversees initiatives related to e-learning platforms, digital textbooks, and international academic collaboration.
